Brief history/backstory: Possibly French? youkai* witch who was born around 1900 and has spent some time (most of her life?) in a library isolated from people up until the past ten years or so. Not exactly physically skilled but she's a quick learner and probably is surprisingly good with machines.
Look, Touhou's canon is pretty open-ended sometimes.
*for all intents and purposes she's basically indistinguishable from a human and really this just denotes that she was born magically capable, basically.
